Uzbekistan Expands Digital Notary Services Nationwide

Uzbekistan is advancing its notary system reforms by broadening digital services and shifting to electronic communication between notaries and government bodies, as detailed in a report delivered by Minister of Justice Akbar Toshkulov to the Legislative Chamber of the Oliy Majlis.

Since January 1, 2020, private notary offices have been authorized to operate within the nation. Presently, over 1,156 active notaries offer more than 70 different notary services to the public, while four state notary offices continue to serve remote and difficult-to-access regions.

A key focus of the reform is the digitalization of notary operations through the E-notarius.uz portal. This platform enables citizens to find nearby notaries, book electronic queue appointments, verify powers of attorney, submit electronic applications, and check for property encumbrances. For managing inheritance matters, the "SHAJHARA" electronic program is employed to identify legal heirs. Furthermore, territorial limitations have been removed for several notary procedures.

The "Notary" automated information system has been integrated with 40 information systems across 22 ministries and departments. Consequently, the amount of documents and information citizens must personally submit has decreased by 95 percent, as notaries now obtain necessary data directly via interdepartmental electronic channels. System enhancements also support the creation of an electronic archive, removing the need to print and bind over 15 million documents into physical case files each year.

Currently, 20 types of notary actions can be completed online. As of July 2026, an additional fee, equivalent to 30 percent of the base calculating value, previously charged for online notary services, was eliminated, making fees for online and offline services consistent. In the initial month after this fee removal, citizens saved more than 9.4 billion soums.

The proposed new version of the Law "On Notaries" aims to introduce legal frameworks to prevent disputes concerning joint marital property, including the formalization of "Joint Wills of Spouses" and "Inheritance Contracts." After deliberations, deputies acknowledged the report and suggested further expanding the scope of remote notary services and finalizing the new law.
