Uzbekistan Approves Rules for Homeless Temporary Housing

Cabinet Resolution No. 447 establishes regulations for identifying and placing homeless individuals in temporary accommodation centers.

Uzbekistan's Cabinet of Ministers has given its approval to new guidelines concerning temporary housing and social rehabilitation for people experiencing homelessness. These regulations were enacted via Resolution No. 447, issued on August 18, 2026.

The administrative framework outlines a structured approach to locating and assisting citizens who lack a permanent residence. Law enforcement personnel and social service providers operating within mahallas will conduct routine outreach in public spaces such as streets, railway stations, marketplaces, pedestrian tunnels, and derelict buildings.

Individuals identified through these efforts will be offered accommodation at Temporary Accommodation and Social Rehabilitation Centers. Adults also have the option to apply directly to these centers on a voluntary basis, while children will be housed alongside their parents.

Before being admitted, all individuals must undergo a medical assessment at the emergency department of a local district or city medical facility. Entry is granted if the examination determines that no immediate emergency medical care is needed and no infectious diseases are present that would preclude their placement.

Prospective residents are required to provide necessary information to complete a registration form, which serves as an agreement to reside at the center and adhere to its internal rules. Following successful registration, individuals are admitted for an initial duration of seven days, with the possibility of extending their stay for up to six months under specific circumstances detailed in the regulation.
