The procedure for providing temporary shelter to persons without a permanent place of residence in Uzbekistan has been established. This is stipulated in the administrative regulation approved by the government's resolution of August 18.
According to it, such persons will be placed in Temporary Shelter and Social Adaptation Centers. Citizens can apply to the centers themselves, or information about persons identified by the mahalla, internal affairs bodies or other authorized organizations can be provided.
The centers are intended to provide temporary shelter and living conditions for persons, conduct a medical examination, refer them for treatment if necessary, and assist in the registration of pensions, benefits and other social payments. It is also envisaged to restore documents such as a passport or ID card, identify relatives, find employment and, in some cases, resolve housing issues.
After persons are placed in the center, their information will be entered into the relevant information systems. The social services center will study the person's condition and develop an individual social adaptation plan that includes the necessary assistance measures.
The resolution also sets the terms of stay in the center. Initially, a person can be placed for up to 20 days. If necessary, the period of stay in the center will be extended in accordance with the procedure established by law.
Mechanisms will also be introduced to monitor the process of social adaptation of individuals, generate information on the work done, and determine the responsibility of responsible employees.
This procedure is aimed at organizing the processes of identifying persons without a fixed place of residence, temporarily placing them, providing them with necessary social and medical assistance, and assisting them in returning to independent life on the basis of a unified system.
On August 3, the president reviewed the presentation of proposals to support persons without a fixed place of residence and victims of human trafficking. It was noted at the meeting that 11 rehabilitation centers with a total of 726 places are operating across the republic.
