Uzbekistan Reforms Assistance System for Homeless Citizens
President Shavkat Mirziyoyev signed a decree reforming Uzbekistan's homeless support system and prohibiting forced court placement.
Uzbekistan has overhauled its assistance program for homeless citizens, according to a new resolution signed by President Shavkat Mirziyoyev. The decree, "On Improving the System of Providing Social Services to Persons Without a Definite Place of Residence," modifies the support framework for individuals experiencing homelessness and revises the operational protocols for specialized facilities.
Under the new directive, rehabilitation centers for individuals without a fixed address, which were previously under the purview of internal affairs agencies, will now be known as Centers for Temporary Shelter and Social Rehabilitation. A significant change introduced by the reform is the elimination of court-ordered placements into these facilities.
Beginning September 1, 2026, admission to these social centers will require the explicit consent of the individual.
Those residing in the centers will receive temporary accommodation, meals, and personal hygiene items, all funded by state budget allocations to the facilities. Additionally, each resident will have a personalized social rehabilitation plan created, outlining the necessary social services and support.
Effective October 1, 2026, citizens living in social centers will be eligible to register as unemployed in accordance with the law. They will also be able to obtain vocational training vouchers through the district and city departments responsible for poverty reduction and employment assistance.
The resolution further mandates that citizens will be registered at the centers' addresses as their temporary place of residence for the duration of their stay. The Sahovat va Komak (Generosity and Support) Fund will cover the costs associated with registration and the issuance of identity documents.
