According to the relevant presidential decree, starting from the end of the 2027/2028 academic year, a performance rating of higher education institutions (HEIs) and partner enterprises operating under the dual education system will be maintained in Uzbekistan.
In the rating, priority will be given to the share of students covered by dual education, their average salary, and their average academic performance indicators.
The top three higher education organizations and enterprises with the highest results will be rewarded based on their position in the rating. 3 billion soums will be allocated for first place, 2 billion soums for second place, and 1 billion soums for third place.
Starting from January 1, 2027, 50 percent of the salary expenses paid by enterprises for each student receiving dual education in the fields of engineering, manufacturing and processing, architecture and construction, and agriculture will be reimbursed as a subsidy at the end of the academic year.
Additionally, enterprises will be awarded extra points on the "Sustainability Rating of Entrepreneurial Subjects" platform in proportion to the number of students admitted to dual education.
Until January 1, 2030, a customs duty rate of 1 percent will be established for equipment, machinery, and laboratory equipment imported by enterprises to set up practical training bases for dual education on the territory of HEIs.
Enterprises will be granted the right to apply accelerated depreciation for a period of three years on educational machinery and equipment purchased for practical classes under the dual education program.
It is also planned to hold a competition to identify HEIs and enterprises that have effectively organized dual education. In this competition, student enrollment, salaries paid to them, academic performance levels, and graduate employment will be evaluated as the main criteria.
