Unreasonable changes to construction projects will be prohibited
Starting from March 1, 2027, making unauthorized changes to the reviewed and approved design documentation of facilities financed from budget funds within the framework of targeted programs will be prohibited. It is established to pay a 30 percent advance to design organizations, and to send documents for review through the "Shaffof qurilish" (Transparent Construction) system.
Unjustified modifications to construction projects to be prohibited
By Government Resolution No. 584 of October 21, 2026, the Regulation on the procedure for determining the cost of design and survey work was approved.
According to the resolution, author's supervision costs for facilities financed from budget system funds within targeted programs will be specified separately in the contract. These costs are set at 10 percent of the cost of developing design and estimate documentation.
In accordance with contracts for the preparation of design and estimate documentation, design organizations will be paid a one-time advance payment of 30 percent.
Design assignments are required to be in digital format and confirmed with an electronic digital signature. Prepared design and estimate documentation will be accepted through the "Shaffof Qurilish" national information system and automatically submitted for expertise within one working day.
The digitization of design assignments will be implemented in stages:
- Until December 1, 2026 – facilities of school and preschool educational organizations;
- Until September 1, 2027 – healthcare facilities;
- Until June 1, 2028 – facilities in other areas.
Starting March 1, 2027, a unified approach will be introduced for the design documentation of facilities financed from the budget within targeted programs. Standard and repeatedly used designs will be placed in the "Shaffof Qurilish" system.
The construction of such facilities will be carried out by adapting approved standard designs to specific local conditions. Engineering and communication networks are an exception.
After obtaining a positive expertise conclusion on design documentation and its approval by an internal order of the customer service, making unjustified additions and modifications is prohibited.
Furthermore, if the cost of the facility in the approved design and estimate documentation increases or decreases by more than 1.5 times compared to the initial cost used in selecting the design organization, the cost of design and survey work will be recalculated.
The resolution comes into force three months after its official publication.
