Universities and startups will get access to the Ministry of Digital Technologies' AI infrastructure

By Resolution of the Cabinet of Ministers No. 581 dated 20.10.2026, the Regulation on the procedure for free or discounted use of the artificial intelligence infrastructure of the Ministry of Digital Technologies was approved.

As a reminder, such an opportunity was provided for by Presidential Decree No. UP-189 dated 22.10.2025. The Regulation establishes the procedure for its implementation.

Users of the infrastructure can be higher educational and scientific organizations, startups that are members of the Digital Startups Program, as well as advisors to khokims responsible for the development of digital technologies and artificial intelligence. Resources are provided for training, testing, and validation of AI models, inference, and analytics.

Via an application programming interface (API), a user will be able to process up to 10 million tokens per month using large language models free of charge for a period of up to 6 months. If the limit is exceeded, but by no more than 50 million tokens, a 50% discount off the tariff is granted, and unused tokens are not carried over to the next month.

For training and testing other AI models, up to 120 GB of video memory is allocated for a period of up to 6 months. Data from "big data" databases can be used free of charge, but transferring it to third parties and using it for commercial purposes is prohibited.

Projects are selected through a competition held twice a year — in July and November. Applications are submitted electronically via the website of the Center for the Development of Artificial Intelligence and the Digital Economy and are evaluated on a 100-point scale.

A participant who disagrees with the results of the competition has the right to file an appeal within three working days. The Appeals Commission considers it within five working days.

A user can implement only one project at a time. Using the infrastructure for cryptocurrency mining, creating malware, spam, and other illegal purposes is prohibited, and the Center has the right to restrict or terminate access for violations.

The document was published in the National Database of Legislation in the state language and entered into force on 21.10.2026.
