Russian President Vladimir Putin spoke on October 1 at the plenary session of the "Valday" International Discussion Club at the "Russia" National Center.
He warned about the escalation of the international situation and the risks arising from the development of artificial intelligence, commented on the content of the letters sent to NATO, and called for raising the issue of the rules of armed conflict.
Putin began his speech with a call to maintain global peace and security in conditions where "many old legal norms have been abolished, and new ones have not yet appeared." According to him, changes are taking place in all directions, including technology, the social structure of society, the military sphere, general digitalization and the economy.
"Sooner or later, the international situation and system will reach some kind of stable balance. Of course, this is a complex, multi-factor, multi-layered process that requires mutual compromise and movement towards each other. However, no matter what scenario unfolds in the world, the probability of international conflicts continuing is high. In particular, this is also because the fundamental changes taking place and the opportunities opening up in this regard stimulate and feed ambitions and readiness to take risks for the sake of what seems to be a major breakthrough. I would like to be wrong in this assessment, but the stable trends of today, unfortunately, are exactly like this," he said.
According to Putin, Russia was consciously put in a situation where it was forced to "defend itself with weapons in hand" and "respond to aggression."
"I know, of course, a question arises among a part of the expert community: here, Russia talks about peace, but started the war itself. Well, I have spoken about this many times, in any case, I will say it once again at such a meeting: where is the truth? The truth is that we did not want war and we did not start the war, but they started the war with us," he said.
The principle of "where there is strength, no mind is needed" seems to be a priority for some world players, but this never leads to good.
