On October 10, at around 9:40 a.m., in Neftchilar village, Buloqboshi district, Andijan region, the braking system of a truck loaded with soil failed while descending a pass. As a result, the "HOWO" truck struck vehicles parked on the roadside, dragged them for 30–40 meters, and overturned, destroying nearby shops.

“Not the first time a truck runs over people” – Details of the horrific traffic accident in Buloqboshi
It is reported that at least 5 tragic traffic accidents involving trucks, resulting in fatalities, have occurred on this very street. It is reported that 3 people died as a result of the traffic accident.
According to the investigation, the central street in Neftchilar village of Buloqboshi district is connected to a small pass, and heavy trucks travel along this very road. In many cases, the braking systems of trucks carrying sand and gravel down the slope fail. Over the past 2 years, at least 6 citizens have lost their lives in traffic accidents involving such trucks.
To prevent unpleasant incidents, local residents have repeatedly appealed to the relevant authorities asking to restrict the movement of trucks on the central street, as well as to level the uneven roads. However, there has been no result.
How many more people have to die?
"Counting today's incident, this is the fifth time such a horrific disaster involving a truck has occurred in our village. In previous traffic accidents, trucks coming from the hill lost their brakes, crashed into several households, and destroyed them. How many people died...
It has been ages since they promised to lower the pass, widen, and repair the roads. There is no practical result. Two young children died in today's traffic accident. One was a woman.
We do not know how long such unpleasant events will continue. How many more people have to die because of these large trucks?
First of all, the road needs to be widened. This road was actually slated for demolition. But the funds were not allocated and it was left undone. No one cares about our Neftprom village anymore. There is no sidewalk, everything is destroyed.
I don't know the exact height in meters of our pass connected to the village. It must be at least 100 meters. Now think, a vehicle carrying a load of 60 tons is coming down from above. By the time it reaches the bottom, it probably becomes 150-200 tons.
There are quarries on the hill. Trucks load up there and come down the pass toward our village. In many cases, the brakes of the machinery going downhill fail. The driver then cannot stop the vehicle and runs over people. Previously, trucks moved only at night. I don't know what happened, but they started driving during the day. Our asphalt was also 'killed' because of these trucks. We ask the relevant organizations to help put an end to the movement of these trucks that threaten human life on our street, and to level and repair our roads," says Abdulahad Abdurasulov.
There could have been many victims...
"Our village is connected to the pass. Heavy trucks coming down the hill lose their brakes and come straight into our village at high speed. We tried hard to resolve the problem. It was no use. Let them level our uneven, hilly road, and put our streets in order. How long will people keep dying?
On this very street, there was previously a fatality in a traffic accident involving a truck. A 'HOWO' struck 3 young children. After that, our younger brother named Sobirjon also died as a result of being run over by a truck. Many such examples can be given.
In today's incident, a truck loaded with soil dragged 4-5 cars up to 30 meters, crushing them, and also destroyed roadside shops. A very tragic event occurred. Young children and a woman died. Trucks are actually not allowed to drive on this road at all. There aren't even signs put up on the roads, there is no traffic light.
Fortunately, the tragic traffic accident happened on a Saturday, when there was no school. If it had been during school time, the number of victims could have been even higher," says Shuhrat Xonto'rayev.
