Film and theater actor Musulmonbek Yunusov made a video appeal via his Instagram page to Shahnoza Mirziyoyeva, the First Deputy Director of the National Agency for Social Protection. The actor claims that he faced a number of problems during the process of registering a disability for his minor daughter.

According to the actor, his mother is a person with a Group I disability, and his daughter is also a child with a disability. Two years ago, his daughter was diagnosed with a disability, and now they had to resubmit the documents.

— My wife and I, like everyone else, have been waiting in lines since the end of May, visited all the necessary doctors, and gathered all the required documents. Finally, we went to the Sergeli Medical and Labor Expert Commission and submitted the documents. They told us they would contact us in 2–3 days.

“We will grant your daughter disability status, the service fee for this will be 300 dollars”

The actor says that two days later, a nurse from Polyclinic No. 71 called his wife. Before the conversation, she asked if there was anyone next to the woman and if her phone was recording the conversation.

— When my wife said no, she said, “We will register your daughter's disability until she is 18, and we will also add you as a caregiver. Only there is a service fee — it will be 300 US dollars,” says the actor.

Musulmonbek says that he was dissatisfied with this proposal and called the polyclinic staff. After that, they did not answer the calls. Two days later, an official response was given stating that his daughter was granted disability status, but her mother was not registered as a caregiver.

— Does this mean that my daughter can eat, walk, and go to the toilet independently? However, if my daughter could do all this independently, we would not need disability status. What hurts me is that if we had given 300 dollars, her mother would have been added as a caregiver, he says.

“I ask to dismiss those who are making money off disabled children from their positions”

— Is it right that people who make money off a disabled child are still sitting in their positions? I, well, I am an artist, I can make an effort, work more, and find that money. But there are parents who cannot find funds for their child's treatment. There are those who say, we found the money for today's treatment, what will we do tomorrow? What do they do? I meet such parents every day, says the actor.

He went to the social protection center in Sergeli district and also spoke with the staff regarding the situation. However, according to him, these appeals did not help solve the problem either.

— I spoke with lawyers. They ran to the right, ran to the left, but they couldn't solve anything either. Then the thought occurred to me that crows don't pick out crows' eyes. When I asked what I should do now, I got the answer, if you want, go ahead and make a video appeal, he says.

Through the video appeal, Musulmonbek Yunusov asked Shahnoza Mirziyoyeva, the First Deputy Director of the National Agency for Social Protection, to personally investigate the situation. He also called for identifying and dismissing employees who are illegally demanding money off children with disabilities.
