The System of Training Medical Personnel Will Be Radically Reformed

The system of training personnel in the medical and pharmaceutical fields will be radically improved.

The Presidential Decree "On Measures to Radically Improve the System of Training Personnel in the Medical and Pharmaceutical Fields" (No. UP-191, 10.09.2026) has been adopted.

According to the Decree, starting from the 2027/2028 academic year, the parameters of the state order allocated for medical education in undergraduate fields of study will be approved by the Ministry of Health (the Ministry) in the breakdown of fields of study.

The Research Center for Public Health Analysis shall be the main working body for studying the current and future demand for medical and pharmaceutical personnel;

- admission quotas will be formed based on the current and future demand for medical and pharmaceutical personnel, taking into account regional needs, the needs of medical organizations, and the shortage of personnel in relevant specialties.

Starting from the 2027/2028 academic year, in higher education institutions training personnel in the medical field:

- a 6-year general medicine undergraduate field of study in the "5+1" format (in the form of final-year students undergoing a full year of practice) will be introduced on the basis of the general medicine (treatment work) undergraduate field of study;

- the educational processes of students currently studying at the relevant stages of the general medicine (treatment work) undergraduate field of study will be organized on the basis of newly adapted curricula and programs;

- graduates of the general medicine undergraduate field of study will obtain the qualification of a general practitioner and will be able to work as a family doctor in accordance with the established procedure;

- a system of undergoing practice during the entire academic year for final-year students will be introduced in all undergraduate fields of study in the medical field;

- dental clinics will be attached to medical higher education institutions in order to organize practical classes for students in the field of dentistry.
