The structure of the Cabinet of Ministers has changed: a new position and secretariat have been established
In Uzbekistan, the position of First Deputy Prime Minister - Minister of Education and Science has been introduced. He will coordinate the activities of heads of ministries, departments, and regions in the fields of education, science, and healthcare.

This is specified in the President's Decree No. UP-217 dated October 9, 2026, "On measures to further improve the executive structure of the Cabinet of Ministers of the Republic of Uzbekistan"
In accordance with the document, the Secretariat for Education, Science and Healthcare Issues, consisting of 12 staff units, is also being established in the Cabinet of Ministers.
Five staff units of the Secretariat will be formed at the expense of the Department for Social Development Issues of the Cabinet of Ministers. The remaining seven staff units will be allocated by optimizing the staff units of the reorganized Ministry of Preschool and School Education and the Ministry of Higher Education, Science and Innovations.
The First Deputy Prime Minister - Minister of Education and Science has been assigned the Ministry of Education and Science, the Ministry of Health, and the relevant agencies, committees and inspectorates within their systems.
The list also includes the Academy of Sciences, as well as the Ministry of Internal Affairs and the Youth Affairs Agency within the scope of specific tasks.
In particular, the Ministry of Internal Affairs has been assigned issues regarding the prevention of the spread of narcotic drugs and psychotropic substances, pressure, and crimes of violence in educational institutions, among pupils and students.
The Youth Affairs Agency, on the other hand, participates in expanding the opportunities for pupils and students to acquire modern knowledge and professions, and educating them in the spirit of loyalty to the Motherland and respect for national and universal values.
Within the framework of his powers, the First Deputy Prime Minister provides general leadership over the implementation of tasks related to education, science, and healthcare by the heads of republic executive authorities, the Chairman of the Council of Ministers of Karakalpakstan, and the khokims of regions and the city of Tashkent.
The decree also defines areas of cooperation with the State Security Service and the National Guard. They cover issues such as protecting pupils and students from the influence of harmful movements, and promoting patriotism and a healthy lifestyle.
The Cabinet of Ministers was instructed to adopt a resolution approving the functional duties of the new position and the regulations on the secretariat within two weeks.
Also, the Department for Social Development Issues in the government structure will be renamed the Department for Culture and Sports Issues. The number of management personnel in the executive structure of the Cabinet of Ministers has been set at 243 people.
