The procedure for recording employment and unemployment is changing
A new procedure for generating data on labor resources, employment, and unemployment has been approved. Information on employed, self-employed, unemployed, and other categories of the population will be collected from the databases of various agencies and transmitted through the interagency platform of the "Digital Government" system.

The procedure for accounting for employment and unemployment is changing
By Resolution of the Cabinet of Ministers No. 522 dated September 29, 2026, measures to improve the accounting of employment and unemployment in Uzbekistan were approved.
The document approved the form of the labor resources balance, the schemes for its formation and development, the methodology for calculating employment and unemployment indicators, as well as the procedure for forming the target list of the unemployed and informal sector workers.
The Ministry of Employment and Poverty Reduction, the Ministry of Economy and Finance, and the National Statistical Committee must develop and approve the forms of administrative information required to form the labor resources balance within a month.
Employment data will be collected from various information systems
To generate labor resources reports, forecast balances, as well as calculate employment and unemployment indicators, data from the information systems of various government agencies will be used.
In particular, information on individual entrepreneurs, hired and self-employed agricultural workers will be generated based on data from the information warehouse of the Tax Committee.
Information on those employed in legal entities will be accounted for in the "Single National Labor System" of the Ministry of Employment and Poverty Reduction.
Data on income tax declarations of working-age citizens, artisans, persons who have temporarily gone abroad for work, individuals who have received land plots for agriculture, and citizens engaged in specific types of activities on personal land plots will also be used.
For each of these categories, corresponding data sources are provided — the information systems of the Tax Committee, the "Hunarmand" Association, the Migration Agency, the Ministry of Internal Affairs, the Ministry of Agriculture, and the Light Industry Development Agency.
Labor market needs will be studied annually
The Institute for Poverty and Labor Market Research under the Ministry of Employment and Poverty Reduction will conduct sociological studies of employers' needs for professions, specialties, and qualifications annually until July 1.
The obtained data will be used to prepare proposals for education and training of personnel, taking into account the requirements of the labor market.
