Land registration for buyers of state real estate will be simplified: the right to the land associated with the object will be preserved until it is privatized, without the need to re-register the lease. Land in auctions will be prepared on the basis of the "ready package" principle.

A new mechanism for preparing land plots for auction is being introduced in Uzbekistan. This is provided for by the presidential decree of August 28 on reducing state participation in the economy and accelerating privatization.
According to the document, plots proposed by local architectural and urban planning councils are planned to be formed on the basis of the "ready package" principle — along with pre-prepared technical conditions for connection to engineering networks and construction permit documents.
The costs of preparing such a package can be covered by local budgets. Subsequently, these costs will be added to the starting price of the land plot when it is put up for auction.
It is also planned to pre-develop and approve master plans for the areas where plots are scheduled to be sold. Specific land plots for sale to investors will be formed precisely on the basis of these master plans.
The decree also changes the procedure for land registration during the privatization of state real estate.
If a buyer purchases a state object, the right to the land plot associated with it remains with them until the land itself is privatized. In this case, re-registration of the lease right to this plot is not required.
A special mechanism is provided for vacant non-agricultural land plots that have not been sold at auctions for more than three months.
In such cases, provided that the announced project is implemented, the right to the plot can be contributed to the authorized capital of a business entity being established with the participation of the investor.
Subsequently, the state share in this company can be offered to this very investor for purchase.
Participants of Tashkent industrial zones who have fully fulfilled their investment and social obligations will be allowed to privatize the land plots they occupy, as well as the buildings and structures located on them, in accordance with the established procedure.
State banks have also been instructed to more actively involve state assets and land plots put up for sale into entrepreneurial projects.
For this, a "project factory" approach will be used — banks must assist in preparing and promoting business proposals on these assets for potential investors.
The new mechanisms are included in the expanded privatization program, under which the government plans to put up for sale about 8,000 hectares of land plots for entrepreneurial and urban planning purposes.
