President familiarized with plans to develop medical infrastructure until 2036
On October 26, President Shavkat Mirziyoyev was presented with plans for the development of medical infrastructure based on a unified master plan, as well as expanding the private sector's participation in the healthcare system.
When preparing the master plans for 2026–2036, population size and its growth, the demand for medical services, hospital capacity, and travel time for patients to reach the facilities will be taken into account.
Based on the plans, it is envisaged to determine which facilities to retain, merge, or reconstruct, where to build new hospitals, how to equip them, and how many specialists are required. Investment programs will also be formulated based on these plans.
Prior to planning the medical infrastructure, an inventory of existing facilities is being conducted. An inventory conducted in ten regions identified 3,499 sector-related facilities. This is 494 more than the figure in the Cadastre Agency's data. It was proposed to complete the inventory in all regions, create electronic passports for facilities, and establish a unified digital register.
Plans for reorganizing the medical infrastructure were presented using Samarkand Region as an example. Although 80 percent of the region's population lives in districts, districts account for only 41.7 percent of hospital beds.
According to the master plan, it is planned to increase the share of hospital beds in districts to 67 percent by reorganizing medical territories. This is aimed at bringing medical services closer to the population.
Plans to construct new hospitals and reconstruct existing ones in the city of Samarkand, Urgut, Pastdargom, Kattakurgan, Ishtikhan, and Payariq were reviewed. Furthermore, it was proposed to reorganize specialized institutions in the regional center on the basis of multidisciplinary hospitals, as well as to develop central laboratories, sterilization, and diagnostic services.
It is envisaged to create a total of 1,500 new hospital beds in Urgut, Kattakurgan, and Pastdargom by 2030.
During the presentation, it was emphasized that along with constructing new buildings, special attention must be paid to the quality of medical services. It was proposed to introduce unified requirements for designing polyclinics and hospitals, including the convenient organization of patient movement, infection control, an inclusive environment, and room equipment.
