The President announced 7 national programs in his speech.
The first national program is aimed at turning knowledge and skills into the main capital of future development. According to it, the coverage of 6-year-old children in preparatory groups will be brought to 100% in the short term, the existing privileges for the establishment of private kindergartens will be preserved. All schools will be fully covered by international assessment programs. International educational standards will be introduced in technical schools, training young people in high-income professions will be established, and coverage will be increased to 1 million. There will not be a single young man or woman left without a profession in the new Uzbekistan.
The second national program will serve to ensure the health and longevity of the people. To this end, state spending on public health will be increased to 5% of gross domestic product in the next five years. A transition to a health care model will be made by strengthening prevention in medicine. State medical insurance will reach all households in the country. In order to strengthen the competitive environment in specialized medicine, at least 5 of the world's most prestigious clinics will be brought in.
The third national program is to transfer the economy to a high-tech and labor productivity model. For this, $450 billion in foreign investment will be attracted over the next ten years. While maintaining high growth rates in the economy, by 2030 the gross domestic product will reach $300 billion, and 2 million high-income jobs will be created in industry. The development of startups, ventures and artificial intelligence will become a priority in fully realizing the potential of young people. An integrated ecosystem will be created to transform small businesses into medium-sized businesses, and medium-sized enterprises into large companies and corporations. Due to this, the per capita GDP will exceed $10,000 in the next ten years.
In the context of global climate change, water and environmental issues are becoming more urgent. Therefore, the fourth national program will focus on fundamentally changing the attitude towards water and nature. In the next five years, it will become a national goal to achieve 100% coverage of water-saving technologies on cultivated land.
Where justice prevails, both economic growth and social trust will increase. In this regard, the fifth national program is to strengthen the independence of the judiciary and make ensuring the rule of law a common value. The President noted that for this, legal education will be established on the basis of a clear system, starting from school. Reforms to strengthen the legal guarantees of citizens and entrepreneurs will be resolutely continued. Measures to prevent cybercrime, drug addiction and human trafficking will be further strengthened. The fight against the "hidden economy", organized crime, and discrimination against women and children will be taken to a new level.
The mood of the people, the well-being of families, the aspirations of young people, and the initiative of entrepreneurs will be manifested, first of all, in the neighborhood. Therefore, the sixth national program is aimed at making the mahalla the main customer of social development. Now the approach to developing state programs will change completely. The district budget, investment program, and infrastructure projects will be developed based on the mahalla order. In this, the demands and needs of citizens, the well-being of the mahalla are determined as the main criteria.
The seventh national program is aimed at comprehensively enhancing the reputation of Uzbekistan as a land of peace and friendship, a tolerant country. An open, pragmatic, and peace-loving policy is aimed at ensuring long-term development.
