The orders of the Head of the Presidential Administration will become mandatory for all government agencies.

In Uzbekistan, orders issued by the Head of the Presidential Administration will be accorded a separate status within the regulatory legal system, ranking higher than Cabinet of Ministers resolutions, ministry acts, and local government decisions. Their implementation will be mandatory throughout the country.

In Uzbekistan, orders of the Head of the Presidential Administration will be recognized as an independent type of regulatory legal act and will be binding on all government agencies, enterprises, institutions, organizations, and officials throughout the country. This provision is enshrined in the constitutional law on the Presidential Administration, adopted on August 14.

This document introduces corresponding amendments to the Law "On Regulatory Legal Acts." Currently, the list of regulatory legal acts includes the Constitution, laws, resolutions of the chambers of the Oliy Majlis, presidential decrees and resolutions, Cabinet of Ministers resolutions, orders and resolutions of ministries and departments, and decisions of local authorities. Previously, orders of the Head of the Presidential Administration were not included in this list.

Now, Article 6 of the law will be supplemented with a new type of regulatory legal act—orders of the Head of the Presidential Administration. Hierarchically, they will rank higher than Cabinet of Ministers resolutions, orders and resolutions of ministries and departments, and decisions of local authorities.

Furthermore, a separate Article 12-1 is being introduced into the law, defining the content of such acts. According to the new provision, the Head of the Administration will be able to issue orders based on the Constitution and laws, as well as decrees, resolutions, orders, and instructions of the President, to ensure their implementation and the effective organization of the Administration's activities.

These orders will be binding on all government bodies, enterprises, institutions, organizations, and officials throughout Uzbekistan.

The Constitutional Law also amends Article 16 of the Law "On Regulatory Legal Acts," which regulates the adoption of regulatory decisions by local authorities. Currently, regulatory decisions of Kengashes of People's Deputies and khokims are adopted based on and pursuant to the Constitution and laws, decisions of the chambers of the Oliy Majlis, acts of the President and the Cabinet of Ministers, and decisions of higher-level local authorities.

After the amendments come into force, orders of the Head of the Presidential Administration will also be included in this list. This means that such orders will be able to serve as the legal basis for regulatory decisions made by khokims and local Kengashes.

Furthermore, amendments to Article 36 of the law stipulate that the official text of the order of the Head of Administration will be certified by the Head of Administration himself.
