"The national certification system is more complicated than a test" - Deputy Minister on those who entered education with a certificate

Deputy Minister of Higher Education, Science and Innovation Sardor Rajabov noted that about 60 percent of students who entered higher education institutions with the maximum score through the certificate are studying with excellent grades.

According to Deputy Minister of Higher Education, Science and Innovation Sardor Rajabov, about 60 percent of students admitted to higher education institutions with the maximum score through a national certificate are studying with excellent grades.

This information was announced on August 18 at a press conference at the Ministry of Higher Education, Science and Innovation dedicated to the final results of admission to higher education institutions for the 2026/2027 academic year.

In recent years, the expansion of the practice of admission to higher education institutions through the certificate and privilege system has raised various questions in the public. In particular, there have been objections that applicants admitted on the basis of a certificate or privilege are limiting the opportunities of other applicants who have shown high results in the test.

Deputy Minister Sardor Rajabov noted the following about the practical results of this system:

“The national certificate system is more complex than the test system. Based on this, we can say that the more children who have brought in a national certificate, the more difficult it is to obtain the maximum score or the percentage score in the certificate, regardless of whether they receive it. We should pay special attention to this.”

The ministry also analyzed the further development of students who received the maximum score based on the national certificate and were admitted to higher education institutions on a preferential basis.

"We conducted an analysis of how children who entered with the maximum score on a national certificate are studying. It turned out that about 60 percent of children are studying with excellent grades. The number of children studying with good grades is about 40 percent. That is, a very small percentage are not studying well, and there may be other objective and subjective reasons for this. But the number of those who entered with a national certificate is very small.

We also conducted another analysis, we conducted an analysis of the overall learning process of students who entered with a privilege, their exclusion from studies, and their failure to complete the course. According to primary data, I can say that among students who entered with a privilege, those who show the highest results are women who entered with this privilege," the deputy minister said.

The ministry representative announced that the analysis of the educational results of students admitted on the basis of privileges and certificates will continue.
