The initial payment for the purchase of state assets will be reduced to 15%, and the installment period will be increased to seven years

In Uzbekistan, the conditions for acquiring state assets and land plots are being eased. The initial payment will be reduced from 30% to 15%, and the remaining balance can be paid interest-free. For large assets, installment plans of up to seven years and discounts for full payment are provided. Unsold state assets can be discounted down to 10% of their value.

New conditions for the sale of state assets and land plots are being introduced in Uzbekistan. The new mechanisms are provided for by the presidential decree of August 28 on reducing state participation in the economy and accelerating privatization.

According to the document, when selling state assets and vacant non-agricultural land plots through online auctions, the buyer must pay 15% of the value within 30 days (previously, the initial payment was 30%).

The remaining amount can be paid within the established timeframe without interest.

For assets valued at no less than 20,000 base calculating quantities, additional options are provided:

Furthermore, a buyer who has paid at least 50% of the value of the state asset will receive the right to carry out its reconstruction, demolition, rebuilding, and repair even before all payments are completed.

The decree introduces a separate mechanism for assets that cannot be sold at open electronic auctions or exchange trading.

If an object is not sold within three months, its starting price will be gradually reduced by 10%. The reduction can continue down to 10% of the object's initial book value.

If an asset is not sold within two months, the State Assets Management Agency will be able to divide it into separate lots or combine several objects and re-offer them for sale.

In a repeat auction, if only one bidder has submitted an application, they will be able to purchase the lot at the declared price.

A hybrid auction mechanism, combining elements of bidding for price reduction and price increase, is also being introduced for the sale of state assets.

First, the price of the object is gradually reduced until one of the participants declares readiness to purchase it. After that, a price increase stage begins among the interested participants. Initially, the step of price reduction and increase is 2%, the document says.

A mechanism is also provided for the sale of property for which only one bid was received during the auction: in certain cases, a potential buyer may be offered to purchase the asset at a price not lower than its net value.

The new mechanisms are allowed to be applied not only to classic state-owned enterprises.

The decree provides for their use in the sale of property of commercial banks in which the state owns 50% or more, as well as property of investment companies transferred to them to settle debts.

For such property, sale at market value through open bidding is permitted, using the new mechanisms of price reduction and payment terms.

If property received by a bank to settle a debt cannot be sold within a year, it can be transferred to the State Assets Management Agency for further sale.

The new rules are being introduced simultaneously with the expansion of the state asset sale program. For 2026, the privatization of shares in 84 business entities, 1,242 real estate properties, and about 8,000 hectares of land is planned.

The total value of state assets and land intended for sale is estimated at approximately 100 trillion soums, and the minimum volume of proceeds from their sale is set at 14 trillion soums.

In addition, the liquidation or reorganization of 85 enterprises with state participation is planned, and a number of previously unsold objects will be re-offered for sale.
