The head of the Presidential Administration, Saida Mirziyoyeva, reacted on her Telegram channel to the tragedy in which a 5-year-old girl was harmed in the Uchkurgan district of the Namangan region.
According to her, it is necessary to strengthen liability for such horrific crimes as much as possible.
This statement resonated widely among lawyers, human rights defenders, and public opinion leaders.
Doctor of Law Nodirbek Salayev was among the first to analyze the legal basis of the initiative.
Having deeply studied the experience of democratic states, he supported the task of strengthening liability as much as possible. Salayev noted that there is already a basis for this: the 2026 State Program and the President's Decree No. PF-33 dated March 3. Based on them, a draft law has been developed that provides for life imprisonment for the rape of minors and violent acts of a sexual nature against them.
Journalist and lawyer Zafarbek Solijonov also expressed a similar position. He urged not to interpret Saida Mirziyoyeva's words as a proposal to reintroduce the death penalty. In his opinion, the head of the Administration meant that she shares the public's outrage, but will achieve the maximum possible strengthening of punishment within the framework of the law, that is, under conditions where the highest punishment is life imprisonment. Solijonov recalled that the death penalty was abolished on January 1, 2008, and is prohibited by Article 25 of the Constitution. The state emphasizes the inevitability of punishment, not its cruelty.

According to his assessment, the head of the Administration subtly conveyed that liability will be strengthened, and the perpetrators will be punished according to their deeds. Altiyev considers life imprisonment to be a more severe and fair measure, emphasizing that the main goal should be the inevitability of punishment.
