The examination is mandatory
In Uzbekistan, teachers and students have been mandated to undergo annual psychological examinations

**Examination is Mandatory**
In Uzbekistan, kindergarten children, schoolchildren, students, as well as teachers working in all educational organizations have been mandated to undergo psychological diagnostics at least once per academic year. This rule is codified in a decree by the President of the Republic, Shavkat Mirziyoyev, reports the Ministry of Justice.
According to the document, the system of mandatory psychological examination will be implemented in stages. In the 2026/27 academic year, it will be extended to kindergartens and general education schools. In the following year, it will apply to special, vocational, and higher educational institutions.
The diagnostics will be conducted by the Research Institute of Psychology through a special online platform. At the same time, specialists will ensure the confidentiality of personal data and information obtained as a result of the examination.
The Research Institute of Psychology, which will be subordinate to the Ministry of Education and Science, will be created on the basis of the Educational and Scientific Center of Psychology at the National Pedagogical University of Uzbekistan. Starting January 1 next year, the institute will launch the operations of laboratories for digital psychology and artificial intelligence (AI), educational psychology, as well as a psychological health and prevention service.
AI technologies will be used to compile research findings. Ultimately, based on this information, teachers and students will be divided into three groups:
— psychologically stable;
— in need of psychological support;
— in need of active psychological support.
Citizens from the second category will be assigned a course of therapy with a psychologist from the educational organization. A mentor-psychologist will work with those placed in the third group.
The presidential decree specifies bonuses for experts. Thus, psychologists participating as instructors in professional development courses will be entitled to a bonus during this period equal to 20% of their salary at their primary place of work.
150 specialists who demonstrate high results in ensuring psychological stability during the academic year will receive a monetary reward equal to 20 times the minimum wage: 27.2 million sums ($2,265).
Employees of psychological services at kindergartens, schools, and universities are required to undergo advanced training at least once every five years.
