By Presidential Resolution No. PQ–379 of October 19, 2026, measures were defined for the scientifically based development of the psychological service sector in the continuous education system.
According to the resolution, pedagogues, educators, pupils, children, and students of all educational organizations will undergo targeted psychological diagnostics at least once every academic year.
The implementation of the system will be carried out in two stages. Starting from the 2026/2027 academic year, diagnostics will be established in preschool and general secondary education organizations, and from the 2027/2028 academic year in specialized secondary, vocational, and higher education organizations.
Psychological diagnostics will be conducted on a special electronic platform by the Scientific Research Institute of Psychology. Confidentiality of personal data and information identified as a result of diagnostics will be ensured on the platform.
The results will be analyzed using artificial intelligence technologies, and pedagogues and students will be divided into three groups: "psychologically stable", "in need of psychological support", and "active psychological support required".
Those placed in the first group are assessed as psychologically stable. A psychologist from the educational organization will be assigned to the second group, and a mentor psychologist for the relevant region will be assigned to the third group.
Psychologists involved as instructors in cascade professional development courses will be paid an allowance of 20 percent of their base salary at their primary place of work during the course period.
150 mentor psychologists who achieve high results in ensuring psychological stability during the academic year will receive a one-off financial incentive amounting to 20 times the minimum wage. It has been established that psychological service employees of educational organizations must undergo professional development at least once every five years.
Additionally, the Scientific Research Institute of Psychology will be established on the basis of the Psychological Educational and Scientific Center of the Uzbekistan National Pedagogical University named after Nizami Ganjavi, and it will be transferred under the jurisdiction of the Ministry of Education and Science.
From January 1, 2027, the activities of the Digital Psychology and Artificial Intelligence, Educational Psychology and Psychological Service, and Psychological Health and Prevention laboratories will be established at the institute.
