The cost of design and survey work will be calculated according to uniform criteria
A unified procedure for calculating the cost and timelines of engineering survey and design works is being introduced for budget-funded facilities, and design organizations are to receive an advance payment of 30%.

The cost of design and survey work will be determined according to uniform criteria
Resolution of the Cabinet of Ministers dated 21.10.2026 No. 584 approved the Regulation on the procedure for determining the cost of design and survey work.
The Regulation applies to objects included in the targeted list of design and survey works and funded from the budgets of the budget system. The customer determines the cost of the working design based on the construction cost of the object and its complexity category.
Under complex design conditions, increasing coefficients are applied, and when using ready-made standard designs, decreasing ones are applied (from 0.4 to 0.7). If, according to the approved design and estimate documentation (DED), the cost of the object is 1.5 times or more higher than the initial cost, the cost of the work is subject to recalculation.
Changes to the DED that has passed the expertise are paid separately by agreement of the parties. Design organizations may offer discounts.
The design period is calculated after the advance payment under the contract. The duration of the work is determined according to the standards specified in the Regulation.
For objects of targeted programs, design organizations are paid a lump-sum advance payment of 30%. Expenses for field supervision are specified separately in the contract and amount to 10% of the cost of developing the DED.
Design assignments are placed on the electronic bidding platform in digital format and signed with an EDS. The DED is accepted by the customer through the National Information System "Transparent Construction" and is automatically sent for expertise within one working day.
From March 1, 2027, standard designs will be placed in the NIS "Transparent Construction". Making unjustified changes to the design after receiving a positive expertise conclusion is prohibited.
In addition, the classification of construction objects by four complexity categories to the Administrative Regulations approved by Resolution of the Cabinet of Ministers dated 20.08.2020 No. 496 has been set out in a new edition.
The document was published in the National Database of Legislation in the official language and comes into force on 24.01.2027.
