Constitutional Law on the Presidential Administration Adopted
Constitutional Law No. ZRU-1166 "On the Presidential Administration of the Republic of Uzbekistan" was adopted on August 14, 2026.
This document establishes constitutional mechanisms to ensure the President's activities within the powers of the Presidential Administration (PA) and eliminates legal gaps in regulating its interactions with other government bodies.
The Presidential Administration is the body that ensures the implementation of the President's powers in organizational, legal, and analytical aspects.
The PA coordinates the work of government agencies, organizations, and enterprises in implementing decrees, resolutions, orders, and instructions of the head of state. It reports directly to the President.
The President forms the PA and appoints and dismisses its leaders. The regulations of the PA, the list of positions within its structure, staffing schedules, and the regulations of the bodies within the PA are approved by its head.
The main responsibilities of the Presidential Administration:
The Presidential Administration has the right to issue mandatory instructions and orders to the heads of state bodies and organizations, as well as to review the activities of state bodies for compliance with the law. The powers of the Presidential Administration include organizing the work of compliance structures and internal anti-corruption oversight in state bodies. Deputy heads of national government agencies responsible for compliance are appointed and dismissed by the head of the Presidential Administration and are considered equivalent to its representatives.
The Presidential Administration oversees the progress of priority and strategic projects in the areas of investment, infrastructure, industry, energy, transportation, and others.
The law defines the procedures for interaction between the Presidential Administration and the Oliy Majlis, the government, ministries and agencies, khokimiyats, and the judiciary.
Officials and senior staff of the Presidential Administration enjoy immunity from prosecution and legal immunity from criminal prosecution. This immunity also extends to their families, homes, office premises, transport, and correspondence.
Criminal cases, operational, investigative, or inquiry activities may not be initiated against representatives of the Presidential Administration for actions unrelated to the exercise of their powers without the written consent of the President. Criminal cases against them may only be initiated by the Prosecutor General.
Upon dismissal, officials and senior staff of the Presidential Administration are guaranteed employment in a position equal in status to or superior to their previous position (except in cases of labor discipline violations).
Representatives of the Presidential Administration also enjoy legal protection from the state. Obstruction of their activities, humiliation of their honor and dignity, threats, or the use of violence against them will entail liability under the law.
The document was published in the National Database of Legislation in the state language and entered into force on August 14, 2026.
