Children's Ombudsman Demanded Review of Investigation into Child Abuse Case in Namangan Kindergarten
Uzbekistan's Children's Ombudsman Surayyo Rakhmonova has appealed to the Ministry of Preschool and School Education, demanding a review of the results of an internal investigation into the case of possible sexual abuse of a five-year-old child in a kindergarten in the Uchkurgan district of the Namangan region.
A criminal case was initiated on September 12 by the investigative division of the Uchkurgan District Department of Internal Affairs. On the same day, the suspect was detained, and the court ordered his detention as a preventive measure. The preliminary investigation is ongoing.
The ombudsman's submission was sent to the ministry on September 22. The agency has been instructed to critically assess the results of the initial investigation, eliminate identified shortcomings, and ensure that responsible employees are held accountable in accordance with the law.
The ombudsman paid special attention to the causes and conditions that could have contributed to the incident. The ministry was instructed to strengthen control over the work of preschool staff and review internal mechanisms for ensuring child safety.
Earlier, information circulated on social media suggesting that the child may have been left unattended at the time of the incident, and that pressure was allegedly exerted on the family afterward. This information has not been officially confirmed.
At the same time, the ombudsman's statement does not specify what exact violations were identified during the initial internal investigation or who specifically might be held accountable.
The ministry must provide the Children's Ombudsman with information on the measures taken and attach supporting documents within 15 days.
