The Chairman of the Chamber of Court Administrators is elected for a five-year term.

In Uzbekistan, it is proposed to establish a Chamber of Court Administrators on the basis of the Association of Court Administrators, with mandatory membership of all court administrators. The Chamber will coordinate the activities of court administrators, improve their professional training and qualifications, monitor compliance with professional ethics, and protect their interests in state bodies and courts.

**The Chairman of the Chamber of Court Administrators Will Be Elected for a Five-Year Term**

A draft resolution of the Cabinet of Ministers "On increasing the effectiveness of civil society institutions in implementing state administration in the field of insolvency" has been developed. This document is aimed at ensuring the implementation of the Decree of the President of Uzbekistan No. PF-78 "On measures to further improve the institution of insolvency" dated May 6, 2026 and the Resolution No. PQ-172 "On measures to reform the system of state administration in the field of insolvency".

According to the draft, the Chamber of Court Administrators of Uzbekistan will be established on the basis of the Association of Court Administrators of Uzbekistan. Membership in this Chamber is mandatory for all court administrators.

The Chamber is a non-profit organization with the status of a legal entity, which, together with its territorial divisions in the Republic of Karakalpakstan, regions and the city of Tashkent, forms a single self-governing system uniting court administrators. The Chamber operates on the principle of non-interference in the activities of court administrators carried out in accordance with the legislation.

It is envisaged that the organization will be financed from the entrance and membership fees of court administrators, sponsorship funds, grants from international organizations and other sources not prohibited by law. Also, the new Chamber will be the legal successor in rights and obligations of the Association of Court Administrators of Uzbekistan.

One of the main tasks of the Chamber is to coordinate the activities of court administrators and form a unified practice in the field. It organizes the improvement of professional training and qualifications of court administrators, collects and analyzes statistical data on their activities, popularizes positive experiences and provides methodological assistance. The Chamber will also participate in the development of draft regulatory legal acts in the field of insolvency.

In addition, one of the tasks of the Chamber will be to represent and protect the rights and legitimate interests of court administrators in state bodies, other organizations and courts. The project also stipulates monitoring the observance of professional ethics and professional obligations by court administrators. If necessary, the Chamber may submit a proposal to the Insolvency Agency under the Ministry of Justice to consider the issue of the suitability of a court administrator for the profession. The Chamber is also recommended to develop and approve the rules of professional ethics of court administrators.

It is also planned to evaluate the activities of court administrators based on an annual rating. Their compliance with the rules of professional ethics will also be regularly monitored. In accordance with the project, professional development of court administrators should be organized at least once every two years.

The Chamber will also have the right to participate in the training of court administrators and agree on standard training programs for their training. It also participates in the development of standards covering the norms of permissible workload of court administrators, as well as regulatory and legal provisions and methodological recommendations in the field of insolvency.

It is proposed to approve the amount of membership fees to the Chamber, as well as the list and prices of paid services provided within the framework of its main activities, in agreement with the Insolvency Agency.

The supreme body of the Chamber of Court Administrators will be the General Meeting. In the intervals between general meetings, the activities of the Chamber will be generally managed by the Council. The Board is its executive body.

The Chairman of the Chamber will be a high-ranking official who will personally manage the daily activities of the organization. The Chairman will be elected by the General Meeting of the Chamber for a term of five years from among the court administrators nominated by the Director of the Insolvency Agency.

Territorial divisions with the status of a legal entity will be established in the Republic of Karakalpakstan, all regions and the city of Tashkent. Their heads are appointed and dismissed by the Chamber Council.

The project obliges the Ministry of Justice to re-register the current Association of Court Administrators and its territorial divisions within two months. The ministry will also provide methodological and legal support for the establishment of the Chamber.

It is planned to create permanent access to a single electronic platform for conducting insolvency proceedings for the Chamber of Court Administrators by January 1, 2027. The Insolvency Agency will issue state social orders to the Chamber to fulfill its tasks and functions.

The project also provides for the placement of the Chamber of Court Administrators and its territorial divisions in the buildings of the relevant justice bodies on a free-use basis. The Ministry of Justice is proposed to allocate the necessary funds for the organization of its activities within three months, at the request of the Chamber, and equip the Chamber and territorial divisions with furniture, computers and other material and technical means. It is also determined that measures will be taken to provide the Chairman of the Chamber of Court Administrators with one official car.

It is envisaged that the Minister of Justice will be responsible for monitoring the implementation of the draft resolution.
