On October 19, the Cabinet of Ministers of Uzbekistan adopted a resolution "On measures for the in-depth study and broad promotion of the scientific heritage of the great physician and encyclopedic scholar Abu Ali ibn Sina."
The resolution sets out the tasks of in-depth study of the scientific heritage of Abu Ali ibn Sina, its promotion in close connection with modern medical education and scientific research, as well as worthy preparation for the 1050th anniversary of the scholar's birth, which will be celebrated in 2030.
The "Roadmap" approved by the document provides for the systematic organization of work on collecting the scholar's manuscripts kept abroad, translating them into the Uzbek language, creating an electronic platform, and promoting them internationally. It is also planned to regularly hold international symposia, conferences, and congresses dedicated to the scientific heritage of Abu Ali ibn Sina.
According to the decision, the proposal of the Ministry of Health, the Ministry of Education and Science, and the Academy of Sciences on the establishment of the Abu Ali ibn Sino Research Center under the Bukhara State Medical Institute was approved.
The Center will be established as a state institution. Among its main tasks are conducting research related to Avicenna's medicine, applying their results in modern medicine, as well as assisting in encouraging and coordinating the scientific activities of scholars in this field.
The Center will conduct research on the medical and scientific-spiritual heritage of the scholar, as well as set up the preparation and publication of scientific works.
In addition, the institution will be engaged in collecting manuscripts kept abroad, translating them into the Uzbek language, creating an electronic platform, and promoting the scholar's heritage at the international level.
The Center is also tasked with preparing educational materials dedicated to the scientific heritage of Ibn Sina, organizing and participating in international symposia and conferences, as well as taking part in local and international scientific projects.
Furthermore, it is planned to launch training courses and master classes for medical workers and those interested in the history of medicine.
The Center's activities will be financed from off-budget funds of the Bukhara State Medical Institute, grants from international financial institutions, funds from paid services, sponsorship donations from individuals and legal entities, and other sources not prohibited by legislation.
The plan also includes identifying manuscripts, books, and translations of the scholar stored in foreign funds and collections, digitizing them, and forming a unified electronic database by 2030. These works are scheduled to be implemented in stages starting from October 2026.
To improve the activities of the Ibn Sina Public Foundation, it is planned to revise its charter and discuss issues in the board of trustees at least once a quarter. It is also envisaged to support scholars associated with the Foundation in scientific projects announced by the Agency for Innovative Development.
In 2026–2030, it is planned to translate the medical and philosophical works of the scholar into the Uzbek language, prepare them for publication with scientific commentaries, and release printed and electronic editions.
In particular, it is planned to translate the works "Mujaz al-Qanun" and "Qanuncha" from the Arabic language with scientific commentary, as well as translate and publish the works "Al-Isharat wa at-Tanbihat", "Danishnama", "Kitab ash-Shifa", and "Eastern Philosophy". These works are expected to be financed from budget and off-budget funds.
In 2026–2030, it is planned to produce documentaries and other media products covering Ibn Sina's views on medicine, pharmacology, disease prevention, and medical ethics. These materials are intended to be screened in Uzbekistan and abroad.
At the same time, it is set to organize exhibitions of the scholar's books and manuscripts in the regions of the country and abroad, as well as conduct book presentations.
The "Roadmap" also provides for the creation of a film titled "Husayn", dedicated to the childhood of Ibn Sina. Its goal is to highlight the scholar's interest in medicine, respect for his teachers, and human qualities, creating an image that will serve as an example for young people.
Measures have been defined to screen the film in cinemas, on television, and digital platforms by March 2028, prepare subtitles in foreign languages for foreign screenings, and participate in international film festivals.
The resolution also envisages the establishment of the "Ibn Sina" International Award in order to reward scholars and researchers who have made a worthy contribution to the in-depth study of the scholar's rich scientific heritage.
The "Roadmap" stipulates holding an international conference in Tashkent in October 2026 on the topic "Ibn Sina — A Great Representative of Western and Eastern Philosophical Thought." It is planned to create a working group to organize the event, develop a program, and cover the conference in the mass media.
In addition, lectures and exhibitions dedicated to the life and heritage of the scholar will be regularly held in higher medical educational institutions, research centers, libraries, and medical organizations.
To deliver the heritage of Ibn Sina to young people in a simple and understandable form, it is planned to prepare short media materials based on artificial intelligence and modern technologies. They will highlight the scholar's contribution to the development of medicine, the significance of his works, and the meaning of the title "Shaykh al-Ra'is".
In this direction, it is envisaged to prepare scripts in 2027, create a series of short content in 2028, and post them on social networks in 2029.
It is planned to erect a monument dedicated to the work "The Canon of Medicine". It is set to form a working group in October 2026, prepare a sketch of the monument by March 2027, and erect it by March 2028.
It is also planned to promote a healthy lifestyle, especially among youth, based on the medical heritage of Ibn Sina.
