“Technopark has not been transferred to the management of Artel” — Director of the State Assets Management Agency

Sohibjon Murodov, head of the State Assets Management Agency, denied reports that Technopark LLC in Tashkent was recently transferred to the management of the Artel group of companies. He made these remarks at a press conference held on October 8, Gazeta reports.

According to the head of the agency, the 100% state share of the enterprise belongs entirely to the Tashkent city khokimiyat (administration), and it has not been officially transferred to the management of any private company.

According to the Law “On State Property Management,” founder and shareholder powers for certain state assets are transferred to separate bodies based on special decisions. For example, the state share in farmers' markets is assigned to local khokimiyats, large state banks and strategic enterprises to the Ministry of Economy and Finance, and certain assets in the IT sector to the Ministry of Digital Technologies.

“Technopark was established directly by the Tashkent city khokimiyat. Therefore, the khokimiyat is its 100% shareholder, and today it has not been transferred to management. According to the documents submitted to me and the available information, the management is carried out by the Tashkent city khokimiyat,” said the head of SAMA.

Sohibjon Murodov added that as a special representative, the khokimiyat or ministries must coordinate with the agency before making corporate decisions. Within the framework of this coordination practice, for the past eight months, documents regarding Technopark LLC have been submitted precisely by the Tashkent city khokimiyat.

“To avoid such questions, I say that it has not been transferred to management by an official document. Perhaps they worked in cooperation, I do not know that,” he noted.

The head of SAMA also announced that a program of measures is currently being prepared for the financial recovery of Technopark's activities, the launch of new product manufacturing, and the revision of outdated directions. This plan will be announced to the public within a month and a half.

In addition, Sohibjon Murodov added that work is underway to consolidate state shares that are scattered among various state bodies and khokimiyats. The goal is to prevent misunderstandings and redundant questions regarding the form of ownership and management in the future, as well as to provide transparent information to the public.

“To prevent such questions and so that we can give correct answers to the public, and to have the information in our hands, we are consolidating the shares now. That is, we are transferring the state shares in such scattered assets from the perspective of SAMA performing the function of the founder,” said the Director of the State Assets Management Agency.
