Tashkent greenhouses to be offered relocation to Surkhandarya under preferential conditions

Greenhouse farms from Tashkent and the Tashkent region are planned to be relocated to the "Surkhon-Agro" free economic zone in the Surkhandarya region. Entrepreneurs who decide to move their farms there have been offered a reduction in the starting price of land plots at auctions down to 1% of the normative value.

In addition, the possibility of providing them with tax incentives and exempting imported equipment from customs duties is being considered.

President Shavkat Mirziyoyev reviewed the issue of relocating greenhouses to regions with favorable climatic conditions at a presentation dedicated to the implementation of "green" technologies in the greenhouse industry. For the "Surkhon-Agro" zone, located in the Sherabad district of the Surkhandarya region, 940 hectares of land have already been allocated, and a master plan has been prepared.

According to the proposal, the starting price of plots at auctions will be 10% of the normative value. For projects worth over $10 million, as well as for entrepreneurs relocating greenhouses from Tashkent and the Tashkent region, it has been proposed to reduce this figure to 1%.

A zero land rental rate has been set for five years for participants of the zone, along with three-year benefits on payments for sewerage and underground water usage. In addition, it has been proposed to exempt them from land and property taxes, as well as corporate income tax, for five years. It has also been proposed to abolish customs duties on imported greenhouse equipment.

Greenhouses and agrologistics facilities are planned to be placed on an area of 400 hectares, which will be offered to investors as ready-made projects. It is expected that 220 billion soums will be directed toward the development of the zone's infrastructure, and another 200 billion soums toward financing projects. In 2027, there are plans to attract $100 million in investment to the zone.

It is also reported that greenhouse farms in Tashkent and five adjacent districts will have to switch to eco-friendly energy sources. For enterprises using solid fuel, it has been proposed to set a deadline for the transition until December 1, 2026. From October 15 to March 15, greenhouse emissions will be monitored in real time, and suspension of their activities is envisaged for violations.
