Tashkent authorities to conduct financial and property audits of 35 markets ahead of their privatization

A working group will be formed in Tashkent to check the financial condition of markets and shopping complexes, their property, and building documentation. This inventory will be part of the preparation of the properties for potential sale at open auctions.

The corresponding decision was signed by the khokim of the capital, Shavkat Umurzakov, on October 20. The working group is to inspect the property of the markets, establish its owners, identify illegal structures, and examine tax arrears and other mandatory payments.

The list includes, in particular, Urikzor, Parkentsky market, Yangiabadsky market, "Aviasozlar" (Kadysheva) market, Farhadsky, and Sergeli markets. This is provided for by the decree of President Shavkat Mirziyoyev dated July 27 on additional measures for the socio-economic development of Tashkent in 2026–2027.

According to the new decision, the city department of the Cadastre Agency, together with district khokimiyats, will check the documents for buildings and structures on the territory of the markets, compile a list of property and its owners, and transfer the data to the "Toshkent Invest" company.

In addition, specialists will inspect the territories of shopping complexes, identify illegal structures, clarify plot boundaries, and study protective zones and existing restrictions. If necessary, proposals will be prepared to amend the master plan of the capital.

The Tax Department of Tashkent will analyze the markets' debts regarding taxes, mandatory payments, and other liabilities. The Center for Municipal Assets Management under the khokimiyat will assess the financial condition of the complexes and existing problems.

Based on the audit results, the first deputy khokims must prepare draft decisions on the further use of the markets' assets, including putting them up for public auction, and submit proposals to the Cabinet of Ministers.

The July decree also provides that business projects will be developed for the properties put up for auction, and "Toshkent Invest" will be engaged in preparing the markets for sale as turnkey businesses. At the same time, there are plans to create modern eco-bazaars, retail, service, and entertainment complexes, as well as multi-level parking lots on the sites of the sold properties.
