Subleasing of leased land will be permitted in Uzbekistan.
Entrepreneurs in Uzbekistan will be allowed to sublease leased land, and a separate category of commercial real estate leases will be introduced.
In Uzbekistan, the sublease of land plots leased by entrepreneurs, including those obtained through auction, will be permitted. This measure is enshrined in Decree No. UP-175 of the President of the Republic of Uzbekistan dated August 27, 2026, "On measures to implement the objectives identified during the VI Open Dialogue between the President of the Republic of Uzbekistan and entrepreneurs."
Furthermore, a new category—"commercial lease"—will be introduced for the lease of real estate used in entrepreneurial activities. A standard agreement will be developed to regulate such relations.
The idea of improving the legal mechanisms for commercial leases was previously proposed by Zafar Khoshimov, founder of the Korzinka supermarket chain, during his meeting with the President.
It is also planned to abolish mandatory state registration of lease agreements concluded for a term of one year or more. Instead, a system for automatic registration with tax authorities will be introduced.
The changes will also affect the procedure for changing the owner of a leased property. If the property is sold, the new owner will automatically assume all rights and obligations under the current lease.
At the same time, it is planned to strengthen guarantees for the protection of the tenant's investment in the leased property.
According to the decree, the corresponding bill must be developed within two months.
