State participation in the economy is decreasing
An annual evaluation of the activities of state-owned enterprises and institutions is being introduced to determine the need for their preservation, privatization, reorganization, or liquidation. Prior to the privatization of state shares, a conclusion from the Committee for Competition Development and Consumer Protection on the state of competition in the relevant sector will also be required.

State participation in the economy is being reduced
520 additional measures have been approved to reduce state participation in the economy and develop a competitive environment.
The document was adopted in order to implement legislation on the management and privatization of state property, as well as to accelerate the reform of state institutions.
State enterprises will undergo annual inventory
In accordance with the established criteria, state bodies, together with the State Assets Management Agency and other interested departments, will conduct an annual inventory of the activities of state enterprises.
Based on the results of the assessment, a list of enterprises proposed to be retained, privatized, liquidated, or reorganized will be formed. The prepared list will be submitted to the Cabinet of Ministers for approval.
At the same time, before privatizing a state share in the authorized fund or capital of an economic entity, a conclusion from the Competition Development Committee or its territorial division on the state of competition in the relevant field of activity will be required.
State institutions will also be assessed
The Competition Development Committee, together with the relevant ministries and departments, will conduct an annual review of the activities of state institutions by May 1.
Based on the results of the analysis, proposals for the privatization or liquidation of such institutions will be sent to the State Assets Management Agency.
In addition, the procedure for preparing and reviewing the conclusions of the antimonopoly authority on the state of competition in the fields of activity of economic entities and state institutions where the privatization of state shareholdings or shares is planned has been approved.
Separately, the procedure for preparing and reviewing proposals on the privatization, retention, or liquidation of state institutions has been defined.
The document was published in the National Database of Legislation in the state language and entered into force on September 30, 2026.
