The down payment for the purchase of state assets is being reduced to 15 percent

By presidential decree, the advance payment for the purchase of state assets and land plots not intended for agriculture has been reduced from 30 to 15 percent. A buyer who pays for a large object in full within 6 months will be granted a 25% discount. A buyer who pays 50% within six months will be able to pay off the remaining amount interest-free in installments over 7 years.

Down payment for the acquisition of state assets is reduced to 15 percent

The presidential decree "On additional measures to reduce state participation in the economy and accelerate privatization processes" (No. UP-177 dated August 27, 2026) has been signed.

The document simplifies the procedures for the privatization and lease of state property.

In particular, when purchasing state assets and non-agricultural land plots, the advance payment is set at 15 percent (previously 30 percent) with a payment period of 30 calendar days, and the remaining amount can be paid in interest-free installments within the timeframes stipulated by legislation.

For state assets sold at electronic online auctions, competitions, and exchange trades, if the purchase amount exceeds 23,000 BCA (10 billion 120 million soums), as well as for non-agricultural land plots valued above 8,000 BCA (3 billion 520 million soums):

a buyer who pays for the object in full within six months is granted a 25% discount on the total amount;

a buyer who pays 50% within six months is granted the remaining amount in interest-free installments for 7 years;

a buyer who pays 35% within three months is granted the remaining amount in interest-free installments for 5 years;

this option does not apply to state assets sold through a public invitation to negotiations.

Buyers who have paid at least 50% of the value of state assets are granted the right to reconstruct (demolish for new construction) and repair them.

If state assets are not sold at open electronic online auctions and exchange trades within three months, their starting price is gradually reduced by 10%, down to 10% of the residual (book) value or the net asset value.

If state assets are not sold within two months, the State Assets Management Agency is granted the right to re-offer them for sale by dividing or combining them into lots.

For an enterprise with state participation, the privatization of which has begun through a public invitation to negotiations, after a price proposal is received, its net profit (if it was taken into account during the valuation) remains at the disposal of the enterprise.
