Social institutions will provide paid services
Institutions of the National Agency for Social Protection will be able to provide paid services, sell their own products, and lease out property. From the income received, they are allowed to establish allowances for employees of up to 300% of their official salary and pay bonuses of up to five salaries on a quarterly basis.

By Resolution of the Cabinet of Ministers No. 493 dated September 17, 2026, measures have been approved to expand the sources of extra-budgetary funds in institutions within the system of the National Agency for Social Protection under the President of the Republic of Uzbekistan.
The document approved the Regulation on the procedure for providing paid services, producing and selling products, leasing the property of institutions within the system of the National Agency for Social Protection under the President, as well as attracting additional funds to the development funds of institutions and their utilization.
Annually, by December 15, the Agency approves annual forecast indicators aimed at increasing the efficiency of paid services and production activities in institutions for the upcoming year and increasing revenues from their development funds, and also monitors their implementation.
To expand the sources of extra-budgetary funding, state customers are allowed to purchase products manufactured in the institutions under direct contracts for an amount not exceeding 1,500 BRV per financial year.
Paid services include rehabilitation, medical diagnostics, treatment, care, and the services of speech therapists and psychologists. At the same time, services guaranteed by the state cannot be provided on a paid basis.
In addition, it is prohibited to forcibly involve employees in the provision of paid services.
From the income generated by paid services and the sale of products, employees may be paid allowances of up to 300% of their official salary, and the most effective employees may receive bonuses of up to five salaries quarterly.
