On September 3, at a meeting dedicated to taking the work on poverty reduction and increasing population incomes to a new stage, Shavkat Mirziyoyev criticized the heads of individual regions for their lack of knowledge and desire to effectively employ citizens.

According to the head of state, local officials do not understand the full dynamics and rapid changes in the modern economy. As an example, he cited a comparative analysis of the effectiveness of credit resources by district. Thus, Sharaf-Rashidov and Karshi districts received the same amount of funds — 2.3 trillion soums each. However, in Sharaf-Rashidov district, 30 thousand people were lifted out of poverty (costs averaged 78 million soums per person), while in Karshi district — only 13 thousand (176 million soums per person).

A similar gap was noted in Kamashi and Pskent districts, which were allocated 1.1 trillion soums each: in Kamashi, 28 thousand people were lifted out of poverty, while in Pskent — only 4.5 thousand. At the same time, in Pskent district, the cost figure reached 250 million soums per person, although in other regions permanent high-income jobs in industry are created for this money. A similar situation is observed in Guzar, Nishan, Mubarek, Yangikurgan, Taylak, Boysun, Altinsay, Bandikhon, Besharyk, and Fergana districts, as well as in Nurafshan, Bekabad, and Yangiyul.

Weak work efficiency is also reflected in business sustainability: of the 86 thousand small enterprises created over the past year, 15 thousand (17%) have already ceased operations. 62 thousand citizens who took bank loans were unable to start a business and faced difficulties in repaying them. The president named the main reason as the fact that only in 1 thousand mahallas do khokims' assistants and "mahalla bankers" possess skills based on the "project approach."
