Shavkat Mirziyoyev cited the "Chinese miracle" as an example of societal unity
Major reforms are impossible without unity, harmony, and peace, the President of Uzbekistan stated. As an example, he cited China, where, according to him, "everyone looked in the same direction and achieved this miracle together." Tashkent, Shavkat Mirziyoyev emphasized, must become an example for the entire country.

President of Uzbekistan Shavkat Mirziyoyev, at a meeting with activists of Tashkent on September 11, stated that against the backdrop of intensifying global risks, the country needs to maintain unity, preserve peace, and accelerate reforms.
"There are upheavals happening in the world, many worrying events, risks are growing. To counter these threats, we must know who we are. Now, the expression is heard more and more often: who we were yesterday and who we are today. This must not be forgotten, we need to appreciate what has been achieved," Shavkat Mirziyoyev said.
According to him, the value of the changes already achieved is especially noticeable through the hard work and satisfaction of people with the results of the reforms.
"And when will we appreciate this? When we work, when the people are satisfied. Today, after looking at the Almazar district and seeing the changes that have taken place here, you realize: it turns out, everything can be done," the head of state declared.
He also linked internal reforms with the country's foreign policy.
"You see for yourselves that in foreign policy, too, our main goal is to find friends, to seek partners for our reforms. And partnership means that we must convince, earn trust, and work only for results — life itself forces us to do this," Mirziyoyev said.
The president reported that over the past three to four years, about 2,500 young people have been sent to study abroad in various fields.
He also spoke about a conversation with a female student who, according to him, received a major scholarship to study in Malaysia but decided to stay in Uzbekistan.
"I made it into the top 20, received the largest scholarship in Malaysia. But, having learned about the opportunities you are creating for us here, I decided to study in Uzbekistan. My parents also supported this decision," the president conveyed the girl's words.
Shavkat Mirziyoyev linked this to the expansion of opportunities within the country, including the creation of presidential and specialized schools and new universities.
"If we had not opened presidential and specialized schools in our time, would there be such results today?" he asked.
According to the president, when the reforms began, higher education enrollment was 9%, and now it is 44%. The number of universities has reached 207.
"In today's difficult conditions, 44% enrollment and 207 universities did not appear on their own. Behind this lies one thing — we chose the right path," Shavkat Mirziyoyev noted.
The president emphasized that he considers education to be a key condition for the country's further development.
"I do not tire of repeating one thing: our destiny is decided only by the teacher, education, and knowledge. In all areas. If we do not establish education, we will not be able to achieve anything," he declared.
According to him, the pace of reforms must constantly increase.
"Every day is precious. Today we must work harder than yesterday. Yesterday's plans are no longer suitable for today. What do we need to carry out such reforms? Unity, harmony, and peace. We must value this peace," Mirziyoyev said.
In conclusion, Shavkat Mirziyoyev stated that Tashkent must become an example for the whole country, and cited China as an example.
"Do you know why the Chinese miracle appeared? The population is 1.4 billion people. But the whole country united: both the elders, the aksakals, the youth, and the women — everyone looked in the same direction and together performed this miracle."
At the meeting, the president stated that the khokims of the 12 districts of Tashkent must, by October 1, identify sites, investors, and funding sources for large shopping complexes and malls. In parallel, the authorities intend to improve 400 mahallas following the model of "Kichkirik" and allocate 10 trillion soums for this.
Republican and city officials will travel weekly to the districts of Tashkent and meet with investors. Issues requiring resolution at a higher level must be sent to the Presidential Administration on the same day. The new procedure will operate under special control until the end of the year.
