At a plenary session of the Senate of Uzbekistan, a law on introducing amendments and additions to the legislation on the National Guard was reviewed. This document is designed to clarify its tasks and powers, taking into account accumulated practical experience and modern requirements. Following the discussion, the senators approved the law.
The National Guard was established in 2017, and its legal status was secured by a separate law in 2020. Over the subsequent years, more than 20 laws and over 70 decrees and resolutions have been adopted, regulating the agency's activities and defining its new tasks and powers.
At the same time, practice has shown the need to review certain functions of the National Guard, eliminate overlapping provisions, and fill existing legal gaps.
One of the key provisions of the law is a new systematization of the main tasks of the National Guard bodies. In particular, the functions of ensuring public safety and order, as well as security activities, are being merged. Concurrently, the suppression of mass riots is included among the tasks.
The functions for the protection of state, highly important, and classified facilities, as well as other facilities and property of physical and legal entities, are also being clarified. They are being brought into line with the powers provided for by current legislation.
Special attention is paid to the interaction of National Guard servicemen with citizens. When addressing a person, a serviceman must introduce themselves, stating their position, military rank, last name, first name, and patronymic, and explain the reason and purpose of the approach. At the citizen's request, they are also obliged to present an identity card.
The law also clarifies the rights of the National Guard in ensuring public safety regarding the use of modern special means.
According to the senators' assessment, the introduced changes will allow for a more precise definition of the tasks and powers of the National Guard in accordance with its current functions, as well as increase the level of legality and openness in the interaction of servicemen with citizens.
