Senate approves transferring cases on utility debts to notaries
It is being established that if the amount of undisputed debt for rent, utility bills, and communication services is less than 1,000 BCAs (412 million soums), an application to recover the debt must be made to a notary rather than a court. The relevant law has been approved by the Senate.

The Senate of the Oliy Majlis has approved a law aimed at simplifying the resolution of uncontested claims.
According to the law, it will be possible to apply to a notary for uncontested claims that meet the criteria established by law, up to one thousand times the base calculating amount, which is 440 million soums.
Through this, the procedure for formalizing and enforcing such claims through a notary, without appealing to court, will be simplified.
During the discussion of this law in the lower house, uncontested claims regarding the following debts were mentioned: rental payments; mandatory contributions and payments from owners of premises in apartment buildings; utility services; communication services.
If the amount of claims for the recovery of debts for the listed payments exceeds one thousand times the base calculating amount, it will be reviewed by the court under the order procedure, based on the current regulations. Cases on uncontested claims that are less than one thousand times the BCA will be reviewed by notaries.
According to the Senate press service, under the law approved on September 10, QR-coded writs of execution formalized by notaries will be sent directly to enforcement bodies in electronic form. This will reduce redundant processes associated with submitting documents in paper form.
Amendments are being made to the Economic Procedural Code, improving the mechanism for suspending the execution of a legally binding court decision when it is appealed in a higher court.
In this case, the person requesting the suspension of execution must justify that if such a measure is not taken, it could complicate the reverse execution or make it impossible to perform.
According to senators, these amendments will reduce the workload of courts, save the time and expenses of citizens and business entities, and serve to quickly formalize uncontested claims and increase enforcement efficiency.
