Restrictions to be imposed on individuals who violate public order at mass events

Certain functions and powers related to ensuring road safety of the patrol-post and security services of the internal affairs bodies

Restrictions to be imposed on those who violate public order at mass events

Activities to ensure public safety will be further improved.

According to the decision, starting from November 1, 2026:

- patrol and security service details of internal affairs bodies serving on patrol routes will establish a practice of promptly responding to reports of crimes and incidents received through the "112" system, occurring not only in public places but also in residential homes;

- maintaining public order in gastronomic streets operating on a 24/7 basis will be carried out by patrol-post service units on the basis of an agreement concluded between internal affairs bodies and regional khokimiyats (administrations);

- temporary restrictions on attending future mass events will be imposed on individuals who violate public order at mass events.

Based on the "Different tasks – single authority" principle, the following procedure will be introduced:

- the following specific functions and powers related to ensuring road safety will also be granted to the patrol-post and security services of internal affairs bodies:

- eliminating traffic congestion arising at intersections, markets, large shopping complexes, around educational institutions, and on central streets along the route;

- immediately responding to and preventing offenses and crimes committed on roads, maintaining public order, and providing first aid to victims;

- the following specific functions and powers related to maintaining public order will also be granted to the road patrol service of internal affairs bodies:

- stopping offenses that violate public order committed on streets and in public places, pursuing, detaining, and bringing the individuals committing them to internal affairs bodies;

- reviewing cases and applying administrative penalties for administrative offenses related to dumping solid municipal waste and construction waste in undesignated areas, as well as spilling liquid municipal waste and consuming alcohol products in public places.
