Private cameras in Uzbekistan to begin detecting unbelted drivers

Private cameras in Uzbekistan will start recording drivers without seatbelts

In Uzbekistan, the list of violations that private traffic cameras can record will be expanded. From November 1, entrepreneurs will be allowed to use photo and video recording systems installed by them to identify drivers and passengers not wearing seatbelts.

The corresponding changes are provided for by Cabinet of Ministers Resolution No. 596 of October 29.

According to the document, private automated systems will be allowed to record non-compliance with the rules for using seatbelts when driving a vehicle and carrying passengers.

To do this, the equipment must meet the established technical requirements. In particular, the system is required to automatically transmit to the "Administrative Practice" module the number and validity period of the metrological verification certificate, the date and time of the violation, as well as the exact coordinates of the place where it occurred.

In addition, the cameras must be equipped with a backup power source that will ensure their operation for at least eight hours during a power outage.

The images taken by the system must clearly show the driver's face and the presence or absence of a fastened seatbelt.

The resolution also made amendments and additions to the government decision of April 21, 2021 No. 232. The new rules will enter into force on November 1, 2026.

At the same time, the full text of the resolution at the time of publication of the news has not yet been posted in the open database of regulatory legal acts. Therefore, details about the financial and other mechanisms of operation of private cameras, including the procedure for distributing funds from issued fines, are currently unknown.

Entrepreneurs received the right to install traffic violation recording cameras in Uzbekistan in 2021. Road sections for placing equipment are auctioned off through open online auctions on the E-ijro auksion platform. Physical and legal entities that meet the established requirements can participate in the bidding.

The winner of the auction receives the right to use the selected road section, but at the same time assumes obligations for the installation and technical maintenance of the equipment. In particular, the entrepreneur must ensure round-the-clock operation of the cameras, their certification, regular verification, and the availability of a backup power source.

Revenues from paid fines are distributed between entrepreneurs and the state. According to the existing procedure, in the first two years, the operator receives 50% of the proceeds from fines, after which its share is reduced to 10%. The remaining funds are directed to the state budget and special funds.

Currently, private cameras can record speeding, running a red light and crossing the stop line, driving into oncoming traffic, non-compliance with the requirements of the "Drive Straight" sign, as well as violations of stopping and parking rules.
