On October 29, the government decision [No. 596] "On additional measures to improve the system of recording traffic rule violations through special automated photo and video recording software and technical means" was adopted. The Ministry of Justice reported this.
In accordance with the decision, starting from November 1, 2026, entrepreneurs will be allowed to record instances of drivers failing to comply with seatbelt usage rules when driving and transporting passengers through special automated photo and video recording software and technical means installed by them.
Amendments and additions were made by the decision to the Cabinet of Ministers' Decision No. 232 dated April 21, 2021. According to it, in accordance with the general technical requirements for the photo and video recording system for drivers' non-compliance with seatbelt usage rules, the system must be capable of automatically transmitting the following information regarding non-compliance with seatbelt usage rules to the "Administrative Practice" module.
When non-compliance with seatbelt usage rules is recorded through a special automated photo and video recording system, the driver's face and whether they used a seatbelt or not must be reflected in high-quality photographs.
