Presidential decree allows private exporters to settle unpaid debts with own funds until 2027

A presidential decree issued on August 27 will allow private exporters in Uzbekistan to use their own funds to settle outstanding debts from foreign trade operations until 2027. This new mechanism aims to reduce overdue accounts receivable.
Under the new rules, businesses can clear export-related debts using their own funds if the assets were not repatriated within the legally stipulated timeframes. This one-time nationwide amnesty will be in effect until January 1, 2027. It applies only to foreign trade contracts that were concluded before the decree came into force.
The initiative addresses situations where goods, works, or services were exported, but the foreign counterparty did not make timely payment, leading to the debt being marked as overdue in the government's "E-Contract" electronic monitoring system.
However, state-owned enterprises are not eligible for this program. The decree specifically excludes legal entities where the state owns 50 percent or more of the shares, as well as their controlled subsidiary organizations.
