Uzbekistan announces "Second Chance" economic amnesty for entrepreneurs

It was announced that an economic amnesty called "Second Chance" will be introduced for small and medium-sized businesses in Uzbekistan. This procedure will be valid until December 31, 2026.

According to the terms of the amnesty, if entrepreneurs fully pay the tax debt that arose before the amnesty was announced by December 31, 2026, the penalty accrued on this debt will be canceled and the related enforcement proceedings will be completed. Also, if the entrepreneur independently makes corrections to the previously submitted tax report and pays the additional tax in full by the established deadline, this amount will not be subject to a penalty.

Within the framework of the economic amnesty, entrepreneurs will be exempted from administrative liability for failure to submit a payment order to the bank for the payment of taxes and fees. The points in the stability rating of entrepreneurs who independently eliminate the errors made within the framework of the amnesty will also not be reduced.

In addition, certain debts that arose before January 1, 2026 will be written off. In particular, the unpaid part of administrative fines applied for failure to submit tax returns on time and the unpaid part of financial fines applied to entities paying a fixed amount of turnover tax will be canceled.

It will also be allowed to enter previously concluded employment contracts into the Unified National Labor System. Entrepreneurs will not be fined for their late entry.
