Parents in Uzbekistan have been reminded of their responsibilities for the upbringing and education of their children. Uzbek law places responsibility for the proper upbringing and education of minors on parents or their legal guardians. Failure to fulfill these responsibilities entails administrative liability.
However, information regarding the introduction of automatic fines of 1-5 BRV for each unjustified absence from school by a child, starting in September 2026, requires clarification. Currently, no confirmation of this new regulation has been found in official sources.
Frequent reports also mention fines of up to 10-15 BRV and administrative arrest for up to 15 days. However, current legislation provides for these sanctions specifically for repeated illegal interference in a teacher's professional activities, and not specifically for children's absence from school.
From August 1, 2026, the basic calculation value (BCV) in Uzbekistan will be 412,000 soums. Accordingly, 1 BRV equals 412,000 soums, 5 BRV equals 2.06 million soums, and 15 BRV equals 6.18 million soums.
Therefore, information about "fines for each absence" should be treated with caution and not presented as a new rule that has already entered into force without reference to a specific regulatory act.
