Fines for those who do not pay bus fares may be increased up to 10 times

The issue of increasing the fine for not paying the bus fare is being considered from September 1, 2026. If the new procedure is approved, a passenger who does not pay the fare for the first time will be fined 220 thousand soums, and if this happens again, 440 thousand soums. For information, currently the fine for traveling on a bus without a ticket is one tenth of the MHM - 41,200 soums.

In Uzbekistan, the fine for not paying a bus fare can be increased up to 10 times. This was announced by Muhammadjon Kahhorov, director of the Tashkent State Institution for Monitoring and Control of Passenger Transport, in an interview with the Uzbekistan 24 TV channel.

According to Kahhorov, those who do not pay a fare when boarding a bus will be recorded as passengers without a ticket and will be fined. To detect these cases, the control staff has tablets. Over the past 7 months of 2026, more than 82 thousand passengers were found to have not paid their fare, and more than 2 billion soums in fines were collected from violators.

Kakhhorov added that the Cabinet of Ministers' Resolution No. 276 of June 3, 2026, tasked the relevant departments with making proposals to increase the fine for traveling without a ticket. Today, the relevant proposals have been developed and submitted to the Legislative Chamber.

"The proposals are that for those who fail to pay the fare for the first time, a fine of half the basic calculation amount is set, that is, from September 1, 220 thousand soums, and for repeated offenses, a fine of one-half, that is, up to 440 thousand soums is set. The main goal is to ensure the completeness of fare revenue, increase the transparency of bus operations, and clearly plan work," says Muhammadjon Kakhhorov.

For your information, under the current procedure, passengers without a ticket are subject to a fine of one tenth of the MCC, i.e. 41,200 soums, in accordance with Article 144, Clause 5 of the Code of Administrative Responsibility.

Earlier, it was reported that starting from September 1, passengers will be required to pay the fare upon boarding the bus.
