"Nuroniy" Foundation may recommend dismissing hokims — President

President Shavkat Mirziyoyev proposed more actively involving entrepreneurs in providing employment for low-income citizens. In his opinion, businesses that create jobs can be granted more favorable terms on loans and taxes.

The hokim of Nukus district, Ziyauatdin Zaytov, said that 620 families, or 2,865 people, were included in the poverty reduction program in the district. According to him, after studying the composition of these families, it was determined that there was a need to work directly with 765 citizens. Of these, 464 are officially employed but have low incomes.

Mirziyoyev emphasized that assistance must be targeted, meaning it must reach those who are truly in need.

"My goal is to find the rightful recipient, find the right place, and deal with the person who needs it. Give the money I provided to the person who needs it, may God reward you," the president said in a report on the "O‘zbekiston 24" TV channel.

The president also said that local administrations have been given the necessary powers to work in a targeted manner with low-income families and to provide employment for citizens.

"Change people's minds. What authority do you lack? Now I have put everything in your hands. The banker is with you, the deputy is with you, the tax officer is with you. By decision, I gave it to the head of the headquarters, right?" Shavkat Mirziyoyev said.

The head of state emphasized the need for different approaches to those who need state assistance due to objective reasons and able-bodied citizens.

"Let the president have a headache for those under state care. You shouldn't have a headache. I will give them benefits, I will give them scholarships, I will give them salaries. I will take care of them myself, I will not abandon any of them," Mirziyoyev said.

According to him, able-bodied citizens should be helped to create a source of income, including allocating loans, providing livestock, or employing them with local entrepreneurs.

The president also cited a possible option for an agreement with entrepreneurs:

"You have taken a loan of 10 billion. I will extend this 10 billion for you not for five years, but for 10 years. But provide me with jobs for 50 people. I will reduce your tax payment by 5 percent. Provide me with jobs for 20 people."

Zaytov reported that there are about 1,300 entrepreneurs in the district, from among whom the hokimiyat selected 20 "leader" entrepreneurs. One of the supported projects started its work with 20 employees and now provides jobs for 200 people.

Mirziyoyev also criticized hokims who, according to him, do not study the adopted decisions and granted powers in detail.

"The hokim has no patience to read the decision. The most painful thing is that I sit and struggle to sign it, but it does not sink in," he said.

The president recalled that during his time working as a hokim, he studied documents in detail and independently determined what results needed to be achieved.

"I have given you all the authority. Therefore, after the end of the year, I will not work with anyone who does not understand today's decree," he said.

The president also noted that the increase in public income directly affects the effectiveness of the hokimiyats' work with people.

"The more income people have, the more your words will sound like music to their ears. If you talk to a person without income, they won't even want to hear you or see you. Right?" Shavkat Mirziyoyev said.

He also called on representatives of the older generation to participate more actively in public life and in monitoring the activities of local administrations.

"The 'Nuroniy' Foundation invites the hokim, proves the hokim's fault, and submits a recommendation to the president for dismissal. I agree to consider this," he said.

Mirziyoyev called the representatives of the older generation "the head of the nation," describing them as caring people who value peace and tranquility.

"My biggest issue is to ensure peace. Peace. God forbid, if there is no peace, there will be no harmony, no results," the president emphasized.

At the meeting, one of the entrepreneurs said that 200 people work at his enterprise, 90 percent of whom are women from rural mahallas. According to him, 110 female employees returned from labor migration in Kazakhstan. The company plans to create another 50 skilled jobs.

The enterprise has also started working with women from 10 low-income families. Their travel and food expenses are being covered. The entrepreneur expressed his intention to help lift these families out of the poverty registry and improve their housing conditions.

In response, Mirziyoyev proposed expanding incentives for businesses that employ women.

"Entrepreneurs of the Women's Council will have bank interest and tax opportunities... Only for those who employ women," the president said.

Mirziyoyev also proposed recommending female entrepreneurs and leaders who create jobs for other women for state awards every year on the eve of Independence Day.

"You will provide the money for entrepreneurs who employ only women," the president said.
