President Shavkat Mirziyoyev held an expanded meeting on the work being carried out in the regions to increase employment and population income.

As is known, on September 3, a videoconference meeting was held under the chairmanship of the head of our state, dedicated to bringing the work on poverty reduction and increasing population income to a new level. At that meeting, it was determined that the procedure for organizing work in the regions would be radically changed, with the main powers and resources transferred to the district level.

According to the new system, headquarters led by hokims are to be established in each region and district, and employment agencies along with economic complex organizations must resolve issues of employing people and increasing their income directly on the spot.

At today's meeting, the implementation of these specific tasks, the activities of the headquarters, and the state of utilization of existing local opportunities were critically analyzed.

It was noted that headquarters have started operating in all regions. To effectively organize their activities, 2 responsible leaders from the economic complex have been assigned to each region, making a total of 28. The Reform Headquarters, ministries, banks, and local hokimiyats have started working based on the new system.

At the same time, it was pointed out that some leaders are still organizing work from their offices, without going down to the mahallas to study the actual situation in each family and each enterprise. The head of our state emphasized that a result cannot be achieved with such an approach.

It was noted that hokims should not approach the issue of poverty solely from the perspective of the social registry. It was stated that the social registry is a tool for supporting the population, while poverty reduction is a complex task related to connecting families to a stable source of income, creating jobs, infrastructure, and conditions.

At the meeting, it was demonstrated with concrete examples that employment can be increased in each district by utilizing ready opportunities.

In particular, the textile enterprise in Koshkopir district, built for 43 million euros and designed for 1,300 jobs, which has been idle since the beginning of the year, was criticized. If the enterprise's operations are restored, a crisis manager can be attracted by the bank to bring it to full capacity.

It was also noted that there is an opportunity to restore 10,000 jobs by reviewing the restrictions placed on 6 trillion soums worth of assets of 124 enterprises and transferring them to bank management.

Using the example of the "Oqoltin mega tekstil" enterprise in Oqoltin district, it was also shown that instead of selling ready objects that have passed to the balance sheets of banks in parts, hundreds of people can be employed by restarting them.

In general, there are about 2.5 thousand properties worth 10 trillion soums on the balance sheets of state banks. Up to 40,000 jobs can be restored by effectively utilizing them.

Officials were instructed to conduct a full inventory of enterprises that have passed to the balance sheets of banks due to debt within a week, and to take measures to sell them as a whole production unit or appoint a manager to restore their activities by the end of the year.

For enterprises in rural districts that employ a member of a needy family, the social tax rate for this employee was set at 2 percent starting from October 1.

At the meeting, attention was also paid to the effective use of private sector opportunities. The establishment of an 880-seat private school by an entrepreneur in Oqoltin district, where 110 children from needy families are educated free of charge, was cited as a positive example.

An important condition of this initiative is that the parents of the child receiving free education must be employed and ensure their child's regular attendance at classes. As a result, the parents will have jobs, and the child will receive a quality education.

It was noted that there are 400 vacancies at a sewing enterprise in Hazorasp district, but many women cannot go to work due to the lack of sufficient conditions related to childcare. The head of the enterprise stated that if land is allocated for establishing a kindergarten, he is ready to create catering and transport conditions for the women.

In this regard, it was emphasized that if entrepreneurs come forward with proposals for ready projects to establish kindergartens, schools, and technical schools, and want to educate children from needy families free of charge, the state is ready to put land plots up for auction with a starting price of 1 million soums.

The opportunities of the service sector in increasing population employment were also discussed. On the first floor of multi-story buildings, convenient types of services for people, such as a barbershop, beauty salon, small shop, atelier, shoe and household appliance repair shops, can be organized. However, in practice, excessive procedures and permits are required to convert a residential property into a non-residential one.

Therefore, it was proposed to allow adapting apartments on the first floor of multi-apartment buildings for trade and service activities without converting them into non-residential category. In this case, notification alone will be sufficient.

Officials were instructed to develop a list of service types that can be organized in such apartments and safety requirements within a month.

At the meeting, additional tasks were also defined for organizing work at the district and mahalla levels. First of all, it was emphasized that in each region, it is necessary to identify buildings and structures that are not fully utilized or vacant, as well as land plots where production and services can be expanded, and link them to new projects.

The task was set to place entrepreneurial projects on busy streets of districts and mahallas based on master plans, and in historical cities and tourism mahallas, to renovate streets in the "old city" style and increase the number of guest houses, trade, and service points.

In the agricultural sector, the importance of renewing old orchards and neglected lands, and increasing the income obtained from each hectare was noted. Through this, it is possible to use land effectively, increase productivity, and create an additional source of income for the rural population.

Instructions were given to identify vacant spaces around multi-story buildings, regulate arbitrarily occupied territories, establish public playgrounds, sports and fitness areas, green spaces, and street lighting.

The importance of involving the population in a healthy lifestyle, organizing mass walking, physical exercises, morning and evening gymnastics in mahallas and streets was noted.

The task was set to create an environment for training youth, women, and unemployed citizens in professions and languages in vacant rooms of schools, technical schools, universities, and other organizations, as well as in main rooms during extracurricular hours.

It was emphasized that in every mahalla there are active citizens and elders who are not indifferent to public affairs, and by uniting them around the mahalla, people can be involved in noble initiatives, and dependency and indifference can be eliminated.

By a recently signed Presidential decree, the post of Deputy Prime Minister for working with the mahalla system was introduced. The responsible leader appointed to this post was tasked with coordinating the activities of hokims, district departments, the "mahalla seven," and banks in a single system, and integrating the electronic platforms they run.

From now on, separate meetings by coordinators of the "seven" on issues related to the mahalla will not be allowed. All issues will be discussed once a week under the leadership of the Deputy Prime Minister with the participation of all leaders.

The leader of our country emphasized that organizing work correctly in the mahalla, delivering state policy to the lowest level, and connecting each family to a stable source of income is the most important task for leaders at all levels.

At the meeting, reports of the local reform headquarters, regional leaders, district and city hokims, and officials were heard.
