New services on the Single Portal, free vouchers for cultural events, and an obligation in construction: what changes from October 1?
**New services will appear on the Single Portal**
From October 1, 2026, new services will be launched on the my.gov.uz portal.
According to the document, within the framework of the services to be introduced on the single interactive state services portal, physical and legal entities will be able to apply to pledge or mortgage real estate and motor vehicles belonging to them, as well as to impose a ban on alienation. An application to lift the imposed ban will also be sent through the portal.
In addition, citizens will have the opportunity to view information about telephone numbers and bank cards registered in their name.
The following services will be launched regarding telephone numbers: deactivating and reactivating a number for a specific period; sending an application to terminate service for an unused number; obtaining information about paid services connected to the number.
Furthermore, it will be possible to send an application through the portal to the issuing bank—the issuer—to block or close a bank card.
When a new notarial act is registered in a citizen's name, an automatic notification will be sent to them through the Single Portal. A record of such acts will also be maintained on the portal.
**A new procedure will be introduced in construction**
From October 1, 2026, a new procedure for starting construction work will be introduced in Uzbekistan. Now, a construction permit will not be issued without assigning a unique identifier to the prospective construction area.
According to the presidential decree, in order to digitalize construction processes and strengthen control over them, a number of new digital tools will be introduced on the "Uy-joy" (Housing) single digital urbanization platform.
In particular, a unique identifier of the prospective construction area, a digital passport of the project, and a digital passport of the capital construction object will be formed to monitor all stages of construction. This system will be integrated with the "Shaffof qurilish" (Transparent Construction) information system.
