Measures to be taken in Uzbekistan for faster judicial review of entrepreneurs' issues

On September 24, at a meeting in Andijan, Shavkat Mirziyoyev stated the need to organize fast and effective judicial review of entrepreneurs' issues.

It was reported that they are pointing out delays in the review of disputes related to credit, sales, product delivery, utility, and tax debts. It was noted that for cases with sufficient evidence, procedures can be simplified and timeframes shortened.

It was indicated that the Supreme Court, the Business Ombudsman, and the Ministry of Justice must listen to the appeals of entrepreneurs in Andijan and find solutions to their issues. In October–November, training sessions on out-of-court dispute resolution, reducing disputes, and court proceedings will be held across the country for entrepreneurs and lawyers of state organizations.

Within a month, procedural legislation will be analyzed, and proposals will be developed on which cases can be reviewed under a simplified procedure and how timeframes can be shortened.

At the meeting, it was also emphasized that tax authorities must assist in expanding entrepreneurs' activities and preserving jobs. It was noted that in the region, the turnover and jobs of some enterprises have decreased, and the activities of a number of business entities have been terminated. It was indicated that tax officers assigned to neighborhoods must actively engage in studying the causes of such situations and finding solutions.

From now on, a neighborhood tax officer will visit enterprises with decreased income or jobs to study the problem. Together with the assistant governor and the neighborhood banker, they will submit proposals to the district headquarters on tax payment deferrals, credit term extensions, working capital, or assistance with markets or exports.

In this process, the income-generation period and characteristics of each business will be taken into account. Youth employment will be established as an efficiency criterion in evaluating and remunerating the work of neighborhood tax officers.

It was also announced that special financial and organizational opportunities will be created in Andijan to ensure the employment of women. A special fund will be established to employ women, with $20 million allocated to it.
