IT Park Uzbekistan and Truss, a project by the US technology company Lincoln Labs, will develop a pilot project to apply the Employer of Record (EOR) model in Uzbekistan.

The parties discussed the possibilities of forming engineering teams from Uzbekistan, recruiting specialists internationally, and using the country as a platform to expand the operations of American companies.

The meeting was attended by Azamat Rakhmon-Zoda, Head of the Export Development Department at IT Park, representatives of the Global Business Services (GBS) direction, as well as Eric Girouard representing Lincoln Labs and Ilkhom Ikramov representing Truss.

The EOR model allows companies to hire specialists through an official employer without establishing their own legal entity in the country.

The parties considered various employment formats, including attracting foreign specialists, remote work, and paying salaries to employees operating outside Uzbekistan.

Additionally, the legal conditions for implementing the model, including the provisions of Presidential Decree No. 286, were discussed separately. The pilot project to be implemented with Truss is intended to demonstrate how the EOR mechanism works in practice.

Lincoln Labs is developing its technology consulting direction and is considering the possibility of establishing a small team of developers to test new markets.

Uzbekistan is considered one of the potential platforms for the company. Farrukh Umarov, co-founder and CTO of Lincoln Labs, originates from Uzbekistan. Truss, on the other hand, helps international companies find, hire, and integrate engineers into teams.

IT Park representatives provided information about the national IT ecosystem, the experience of residents working with international clients, including UFC, HBO, and ESPN, as well as support mechanisms for foreign companies, including the Softlanding program.

The parties also discussed issues of cooperation in the American market. Truss expressed its readiness to assist IT Park in establishing contacts with potential foreign residents and to familiarize American companies with the conditions of doing business in Uzbekistan.

Representatives of Lincoln Labs and Truss were invited to participate in the Offshore Outsourcing Tour event, scheduled to take place in Uzbekistan in the spring of 2027.
